国家公務員制度改革に関する「工程表」最終案の要旨は次の通り。
　【内閣人事・行政管理局の設置】
　内閣人事・行政管理局は（ア）政府全体を通ずる国家公務員の人事管理について国民への説明責任（イ）国家公務員制度改革基本法第５条第４項に掲げる幹部職員等の一元管理（ウ）行政管理－に関する機能を担う。
　上記の機能を実効的に発揮できるよう関係行政機関が担う以下の機能について内閣官房への移管を行う。（ア）国家公務員制度の企画立案、退職手当、特別職の給与等（総務省人事・恩給局）（イ）行政の機構・定員・運営等（総務省行政管理局）（ウ）級別定数の設定および改定。任用、研修、試験に関する企画立案等（人事院）（エ）人事行政に関する内閣の庶務（内閣総務官室）（オ）人件費予算配分方針の企画・立案、国家公務員宿舎の企画立案への関与（財務省主計局、理財局）。
　内閣人事・行政管理局長を置き、内閣官房副長官をもって充てる。
　【国家戦略スタッフ】
　国家戦略スタッフの服務は、内閣危機管理監に準じたものとする。国会議員は国家戦略スタッフを兼ねることができる。首相補佐官は廃止する。
　【労働基本権の検討】
　人事院から内閣人事・行政管理局に事務の移管を行うことを踏まえ、国民に開かれた自律的労使関係制度の措置に向け、２００９年中に労使関係制度検討委員会の結論を得る。１０年中に所要の法案を国会提出し、準備期間を経て１２年までに施行する。

国会は２６日夜、２００８年度第２次補正予算案と参院が可決した野党修正案に関する両院協議会を開いた。しかし、２兆円の定額給付金の扱いをめぐり議論は平行線となり、参院側から選ばれた北沢俊美議長が「２７日午後１時に再開する」と一方的に宣言し、協議会は散会した。このため、憲法の衆院優越規定による２次補正の成立は同日午後にずれ込む見通しとなった。
　衆院は２６日午後の本会議で、２次補正の野党修正案を採決し、与党の反対多数で不同意とした。修正案は同日の参院予算委員会と参院本会議でそれぞれ可決されたもので、給付金部分を削除した内容。衆参の議決が異なったため、両院協議会が開かれた。協議会には、衆院側から２次補正に賛成した与党議員、参院側は修正案に賛成した民主党議員ら各十人が参加。議長は抽選で民主党の北沢氏になった。
　協議会で参院側は修正案の受け入れを要求。衆院側は「協議不調」との結論を出すよう求めた。協議調わずとの結論が出れば、２次補正は憲法の規定で衆院の議決が優先され、夜にも成立の運びだった。
　野党が協議会の打ち切りを強行したことに対し、与党側は激しく反発。２７日に、衆院で単独でも麻生太郎首相の施政方針演説など政府４演説を行う構え。２６日夜の衆院議院運営委員会理事会で小坂憲次委員長は職権で、２７日午後１時からの本会議開会を決めた。一方、参院議運委は筆頭理事間協議で、同日の本会議開催見送りを確認した。　
　これに関し、河野洋平、江田五月衆参両院議長が同日午前に会談する。ただ、民主党は幹部会で、両院協議会の結論が出る前には政府４演説に応じない方針で一致しており、混乱が回避されるかは不透明だ。
　両院協議会に先立ち、首相は「（２次補正）予算案が出来上がり、関連法案が通らないと、景気対策が実行に移せない」と記者団に語り、民主党の対応を批判した。
　２次補正は一般会計総額４兆７８５８億円。高速道路料金引き下げのための５０００億円、中小企業対策４９０５億円、雇用創出に向けた基金の費用１６００億円なども盛り込まれた。
